I need to understand this article sirji, I tried and upto certain extent, I understood but not the last two to three paragraphs, so kindly help me in explaining that how restructuring will help and what exactly the author is trying to say. Also the 14th finace commission’s report that you have shared is way too long, so can you provide a better summary or a link with arguments that how it will help to contain the fiscal deficit, will boost federalism and like that. Thanks for the initiative.
